In recent years, there has been a sharp increase in occurrences of violence against women in Jammu and Kashmir. India’s National Crime Records Bureau (NCRB) reports that the number of cases of violence against women rose from 3,069 in 2019 to 3,414 in 2020, despite a national decrease of 8.3% in the same period. The figures include 1,744 cases of assault on women with intent to violate their modesty and 243 cases of rape. These numbers likely represent only a fraction of the reality, given the low rate of reporting in a conservative, patriarchal society like Kashmir.
In 2021, the situation worsened, with crimes against women in Jammu and Kashmir increasing by 15.6% compared to the previous year. The NCRB reported 315 cases of rape, 1,414 attempts to rape, and 14 dowry deaths. It is alarming that 91.4% of those accused of rape were known to the victims. Furthermore, 1,851 cases were registered for assault with the intention to outrage the modesty of women, including incidents in shelter homes and custodial rape cases.
